Nursery and Stock Dealer Registration
List of Florida Registered Nurseries
All plant nurseries and nursery stock dealers are required to register annually with the Florida Department of Agriculture and Consumer Services (FDACS).
If you are producing or growing plant material for sale or distribution, you must register as a nursery.
If you are buying from registered nurseries for the purpose of resale or professional landscaping, you must register as a nursery stock dealer.
How to Register
The first step is to contact your local plant inspector. The inspector will be responsible for:
- Collecting the registration fee,
- Helping you complete an Application for Certificate of Registration, and
- Answering any questions you may have.
Registration Fees
Annual registration fees for nurseries and stock dealers range between $35 and $460.
For nurseries, fees are calculated based on inventory or acreage. For nursery stock dealers, fees are calculated based on the number of outlets or locations.

Additional Requirements
Because local regulations vary from county to county, it is a good idea to check with your local government for information regarding local requirements.
Dealers in agricultural products, including nursery plants, must be licensed and bonded. Learn about the Florida License and Bond Law.
Registration Renewal
Registration must be renewed annually. You can renew your registration online.
Replacing a Lost Certificate of Registration
To obtain a copy of a lost certificate of registration, contact FDACS at (352) 395-4709. Your certificate will be replaced at no charge.
Inspection
Nursery stock must be inspected by FDACS prior to sale or distribution. Requests for inspection should be made at least 30 days in advance of the movement of stock. If a special inspection is required, it is necessary for the nursery to defray the cost of such an inspection.
Inspection Certificates/Tags
A valid inspection tag issued by FDACS is required on:
- Each movement or shipment of nursery stock intended for resale within the state;
- All out-of-state movements;
- Every separate package, bundle, box or container of nursery stock that is shipped by mail, express, common carrier, etc., whether in state or out of state, and
- All citrus nursery stock movements.
How to Order Inspection Tags
Complete the Request for Authorization to Print Certificates (Tags) of Inspection form and submit it to FDACS. This form can be obtained from and must be signed by your local plant inspector. Many inspection tags require compliance agreements that must accompany the request prior to approval.
